Meet the Doctors

Dr. Melissa Richard O.D. M.S

Melissa Richard, O.D., M.S. earned her Doctor of Optometry and Masters Degree in Low Vision Rehabilitation from the Pennsylvania College of Optometry in 2006 where she graduated with Highest Honors. Prior to attending optometry school, she received her Bachelors Degree in Medical Technology from the University of Delaware. Dr. Richard’s clinical training focused on low vision rehabilitation as well as diagnosing, treating, and co-managing ocular diseases such as glaucoma, macular degeneration, and retinal disease.

Among her several training sites were the Veterans Administration Hospital in Lebanon, PA and The Feinbloom Center at The Eye Institute in Philadelphia. Dr. Richard was involved in the week-long VISOR program at the VA Hospital where she prescribed low vision devices and assisted in training a group of visually-impaired veterans to use those devices to remain independent. Since graduating optometry school, she has worked in a variety of settings, including an exclusively low vision practice based in Delaware County, a busy hospital in Philadelphia, and a large ophthalmology practice where she co-managed cataract surgery and glaucoma patients.

Dr. Richard opened Spectrum Vision Care in 2016 to provide comprehensive and specialty eye care to patients in Bucks and Montgomery County. Dr. Richard does a lot of speaking and writing in the optometric field. She is a member of the Neuro-Optometric Rehabilitation Association (NORA) and is pursuing a Fellowship with the association. In addition to NORA, Dr. Richard is a member of the Bucks Montgomery Optometric Society, the Pennsylvania Optometric Association, and the American Optometric Association. She is the treasurer of the Warrington Rotary Club and a member of the Chalfont Lions Club.

Dr. Richard resides in Doylestown with her husband, 3 sons, and their 2 dogs. She enjoys traveling and art.

Dr. Paul B. Johnson MD

Dr. Paul Johnson joined Spectrum Vision Care in May 2020. He is aboard-certified ophthalmologist with subspecialty training in cosmetic and reconstructive oculoplastic surgery. He attended Johns Hopkins University and Jefferson Medical College. He completed his ophthalmology residency at the New York Eye & Ear Infirmary, and his oculoplastics fellowship at the Wills Eye Institute.

He performs facial rejuvenation procedures including upper and lower eyelid blepharopasty (eyelid lift/contouring), brow lifts, Botox injections, soft tissue fillers (Juvederm/Restylane), and non-invasive plasma pen treatments with meticulous attention to detail.

Dr. Johnson is also skilled in reconstructive oculoplastic surgery including ptosis repair, excision and reconstruction of eyelid skin cancer, management of facial nerve paralysis (Bell's palsy), blocked tear duct repair (dacryocystorhinostomy), ectropion and entropion repair, management of thyroid eye disease, and the repair of orbital, eyelid, and tear duct trauma.

He has authored multiple publications and is actively involved in teaching future ophthalmologists.

Outside of the office, Dr. Johnson loves to work out, travel, and spend time with family and friends.

Dr. Shelley I. Cutler OD, FAAO, FSLS

Dr. Shelley Cutler joined Spectrum Vision Care in February 2020. She graduated from the Pennsylvania College of Optometry in 1982. Following a Primary Care Residency, she accepted a position at Wills Eye Hospital. As the supervisor of the Contact Lens Department, Dr. Cutler was responsible for the contact lens education of the Ophthalmology residents and the contact lens care of the clinic patients. In January1985, Dr. Cutler started working full time in an ophthalmology practice. She eventually switched her mode of practice to Contact Lens Consultant and has worked in several different medical offices specializing in difficult-to-fit contact lens cases. Her primary focus is on large-diameter oxygen permeable contact lenses.

Dr. Cutler is a Fellow of the American Academy of Optometry (FAAO) and obtained her Diplomate in Cornea and Contact Lens. She is also a Fellow of the Scleral Lens Education Society (FSLS). She has lectured and conducted wet labs nationally, and internationally.

Over the last decade or so, Dr. Cutler has taken an interest in nutritional care for the eyes (and body). She now incorporates this in addressing the issues of lid disease, dry eye, and tear film insufficiencies in conjunction with overall eye health.
